The U.S. Court of Appeals for the Ninth Circuit paused a block Oct. 20 on the deployment of Oregon's National Guard to Portland, keeping 200 service members unable to go home or be sent into Oregon's largest city.
The ruling has the same effect of an administrative stay the court issued Oct. 8 that blocked a temporary restraining order issued Oct. 4 by U.S. District Court Judge Karin Immergut, meaning the troops remain federalized but, because of a second temporary restraining order, cannot be deployed.
That could change quickly if the second order is lifted.
