WASHINGTON — The DC Council held contentious hearings on Wednesday regarding legislation that would cap resale prices for concert and sports tickets in the District, potentially making it only the second U.S. jurisdiction to impose such limits.

The proposed RESALE Act would restrict ticket resale prices to just 10% above face value, a move that has divided venue owners and the resale industry.

Hours before testimony began, tickets for an April 7 concert at the 930 Club appeared on resale websites like StubHub, SeatGeek and Vivid Seats—well above face value. The tickets weren't even on sale from the venue yet.
