Dachshund Lily Mae has been a part of Fiona Hughes' family for a matter of months before suddenly dying after suspected contact with blue-green algae.
Lily Mae was playing on the banks of Lake Ginninderra, Ms Hughes thought she would be okay out of the water.
Lily Mae's death is the second dog death in two weeks, sparking calls from dog advocates for more testing and clearer signage about the risk of the water.
Ms Hughes said Lily Mae was in training to be a service dog to help with aspects of a disability.
"She was so affectionate, so intelligent, so witty and cluey and curious," she said.
Ms Hughes said her two dogs were playing in the grass and sand near the lake, near Nengi Bamir Beach.
One of them smelled damp, and she knew something was wrong.
