Since everyday federal government employees are not getting paid during the government shutdown, I think congressional members and other higher-up government employees, including the president, shouldn't get paid, either. I'm sure they would get back to work to get the government reopened then and would work harder to end the shutdown.
Also, President Donald Trump suggested federal workers may not receive back pay after the shutdown ends. Then neither should he, congressional members, and other higher-up federal-government employees. The higher-ups can afford to go without pay more than the everyday employees.
That's my personal opinion.
