CHARLOTTE, N.C. — With the government shutdown in its 21st day , one significant impact is hitting some homeowners: The halting of new federal flood insurance policies.

The National Flood Insurance Program (NFIP), which is managed by the Federal Emergency Management Agency (FEMA), stopped issuing new policies on Oct. 1, when the shutdown began. The program cannot resume issuing new coverage until it is reauthorized by Congress.
