Newly-released bodycam footage shows the arrest of a Morristown councilwoman for DUI in Denville last month.
Toshiba Foster, 50, of Parsippany, was charged with DWI, reckless driving, careless driving, and operation of an unregistered vehicle on Sept. 6, records show.
Footage of the stop was released by Transparency Bodycam on YouTube. The outlet said her BAC was .20%, more than twice the legal limit of 0.08%.
In the footage, Foster tells officers she didn't have anything to drink, but the officers told her that they smelled alcohol. She then tells officers she was coming from hanging out at a friend's house, and admits to having a drink.
"There are a couple of bottles of prosecco on the floor in there," the officer tells the councilwoman.
"Oh, okay," she says.
Foster was stopped at approximately 10:30 p.m., by Denville police conducting a random license plate check when they got a hit for an expired registration, authorities said in a release at the time.
Officers then conducted a motor vehicle stop on Route 53 for the expired registration. During the course of the stop, the driver, Foster was determined to be operating a motor vehicle while under the influence, police said.
She was subsequently placed under arrest and transported to Denville Police Headquarters for processing.
After processing, Foster was released pending a mandatory appearance in Denville Municipal Court.
