With a 57% approval rating, South Dakota Gov. Larry Rhoden is the 13th most popular governor in the U.S., according to a poll from Morning Consult .
Rhoden's approval rating has stayed relatively steady through the first three quarters of 2025. It was 52% during the first quarter of the year, rose to 59% in the second quarter, then fell slightly to 57% in the third quarter. Morning Consult's governor approval ratings are based on surveys of registered voters in each state.

Rhoden, though, will have to make up some ground if he hopes to catch the country's most popular governor: Vermont Gov. Phil Scott, a Republican, whose approval rating is 75% – his 13th consecutive quarter at the top,
