ORANGEBURG, S.C. —
Two people in South Carolina will spend time in prison after they kept vulnerable adults locked in a dangerous unlicensed residential care home.
Estelle A. Hutchinson, 52, and Tracy T. Wright, 52, both of Orangeburg, were charged in 2024.
According to the South Carolina Attorney General's Office, the arrests were based on conduct occurring on Feb. 15, 2024, at or around 243 Rome St. in Orangeburg, where five vulnerable adults were found to be living in an unlicensed Certified Residential Care Facility.
Authorities said numerous community complaints were filed that determined Hutchinson was operating an unlicensed care facility at the Rome Street location, where Wright was working as a caregiver.
