NEW YORK (PIX11) -- The transformation of Penn Station is about to enter a new phase with a well-known transit chief.

Andy Byford, former head of NYC Transit, Transport for London, and the Toronto system, is serving as special advisor to Amtrak for Pennsylvania Station.

President Donald Trump is also involved.

The federal government and Amtrak took control of the project from the state and appointed Byford to the leadership position.

On Wednesday, he spoke before the New York Building Congress. The breakfast event focuses on upcoming construction projects.

Byford and Amtrak will publish the official solicitation for ideas to transform Penn Station by October 31st.

Design decisions will be made next year. Byford will review the submissions with a panel. They're looking for solid propo
