Republicans unlikely to change filibuster rules to end shutdown

As the government shutdown stretches into its fourth week, more than 2.7 million federal workers and troops are set to miss their first full paycheck on Friday, according to estimates by the Bipartisan Policy Center. No one in Congress wants the shutdown to continue, but neither party can convince the other to help them end it.
