Lansing — Gov. Gretchen Whitmer on Thursday pardoned a Hmong refugee from Michigan, effectively removing the criminal record that made him a target for deportation by Immigration and Customs Enforcement.
The pardon sets aside a low-level conviction for Lue Yang from almost 30 years ago, one that was expunged in Michigan in 2018, but still led to his arrest in July. He's been in detention for more than 90 days.
