Senate Majority Leader John Thune and Senate Minority Leader Chuck Schumer addressed the Senate floor on Day 23 of the federal shutdown, again blaming each other's parties for keeping the government closed. Thune accused the Democrats of "keeping the government shut down because they're scared." Schumer said, "While Americans are agonizing over their health care, Donald Trump is using the presidency to reach into the taxpayers' till and put money in his own pocket." The Senate later failed to pass a GOP-backed measure to pay essential federal workers.
