Shenandoah County’s next fire chief says he wants to build a department defined by purpose, empathy and belonging, creating a “values-driven culture” rooted in service.
“I’m looking for missionaries, not mercenaries,” said Steven Hall Jr., who will take over as chief of fire and rescue on Nov. 3. “People who have hearts for service — who care about others, show empathy, emotional intelligence, loyalty and integrity. If you live up to those values, you’ll have my support.”
A 25-year veteran of the City of Richmond Fire and Emergency Services, Hall succeeds retired Chief Tim Williams following a nationwide search that drew about two dozen applicants.
