WASHINGTON — President Donald Trump on Thursday convened top officials in his administration to take stock of his self-declared war on criminal cartels, both those operating in the U.S. as well as those he claims are facilitating the flow of drugs into the country.

"The cartels are waging war on America, and just as I promised in the campaign, we're waging war on them like they've never seen before," Trump said.
