PORTLAND, Ore. — While a hearing on the temporary restraining order blocking troop deployment to Portland will be held Friday, the Ninth Circuit Court of Appeals is meanwhile considering whether to overturn its own decision from a three-judge panel just earlier this week to allow the deployment.

The Friday hearing is to discuss dissolving the second temporary restraining order blocking all National Guard troops, including Oregon’s, from being deployed to Portland.

A federal appeals court is deciding whether to hold an “en banc” hearing. That hearing will decide if the court should revisit a ruling made by a three-judge panel in the 9th District Court.

The ruling cleared the way for the deployment of Oregon National Guardsmen in Portland.
