(Pierre, SD) — Two utilities are asking regulators for permission to raise electricity rates in the state. Otter Tail Power wants an increase of about 14 percent, which would add roughly 14 dollars a-month to a typical residential bill. Xcel Energy is proposing a rate hike of more than 18 and a-half percent, which would increase the average household bill by more than 20 dollars.
