An offender held at the Boone County Jail and later transferred to the Phelps County Jail now is facing a felony conspiracy charge after allegedly attempting to order the assassination of a Columbia Police Department officer.

Nikolaus Logan Harvey, 26, was arrested and charged Oct. 23 following a police department investigation. Another offender at the Boone County Jail identified in court documents as a witness and by initials aided officers in their investigation.
