FAYETTEVILLE, Ark. — A Fayetteville man known for playing bagpipes around the city has been arrested for rape a second time in as many months.
In the first case, Washington County records said 25-year-old Devin Topf was booked into jail around noon on Sept. 5 on one count of rape after being arrested by Fayetteville police. Bond was set at $25,000.
A felony information sheet said that on Aug. 27, Topf had allegedly raped someone who was asleep. He was additionally charged as a habitual offender, having previously been convicted of four felonies.
Court documents filed in the case say Topf pleaded not guilty and was assigned a trial date of Dec. 2. He was ordered to not have contact with the alleged victim, as well as to not possess any weapons or consume alcohol or drugs.
