A simple majority was necessary to pass the resolution. Republican Sens. Thom Tillis (North Carolina), Rand Paul (Kentucky), Susan Collins (Maine), Lisa Murkowski (Alaska) and Mitch McConnell (Kentucky) joined with Democrats to approve it. But the measure can’t go into effect because the House voted earlier this year to block all legislation that would challenge Trump’s tariffs until March 2026.
