Police who responded to the Anne Arundel County Orphans’ Court told Judges Marc Knapp and Vickie Gipson to talk to each other like “adults,” reminding them that they occupy public-facing positions requiring a high degree of professionalism.
Officers responded to the court one day in May 2024 for a disorderly conduct call as Knapp and Gipson were unable to communicate productively or to de-escalate an argument about where he should do his work.
She believed he should work in the judges’ chambers — but with a guard present, due to Knapp’s “hostile, erratic and aggressive behavior” — or in a conference room. Knapp wanted to work in the courtroom, saying the chairs in the conference room were uncomfortable, and that a guard was only there to “intimidate” him.
