RICHMOND, Va. (WWBT) - The director of a Richmond inclement weather shelter faces a federal wire fraud charge after prosecutors said she embezzled at least $200,000 in funds.

Kia Player with RVA Sisters Keeper is accused of submitting false or inflated invoices and spending the money on personal expenses, including at a tattoo shop, air travel, and a Caribbean ferry ride out of Miami.

Player is due in federal court in November.

The case comes as Richmond has been in dire need of more resources for the homeless community.

In 2022, the city called on organizations to submit applications to build inclement weather shelters, offering up to $3 million.

RVA Sisters Keeper answered the call, proposing a women and children-focused shelter.
