ROCKFORD, Ill. (WTVO) — The task force for the Mayor's Office released a new multi-agency protocol for non-fatal strangulation, which experts say is a predictor of future homicide, for Domestic Violence Awareness Month.

The protocol will serve as a unified framework for how key stakeholders, first responders, medical staff, and the criminal justice system respond to non-fatal strangulation. Rockford Police, Fire, the Winnebago County Sheriff's Office and State's Attorney's Office, UW Health SwedishAmerican Hospital, MERIT (Medical Evaluation Response Initiative Team), and Family Peace Center are included partners in the protocol, which includes training curiculum and response guidance.
