It has said it wants to create a “sustainable, vibrant and connected city centre neighbourhood,” with over 10 acres of public space, on Belfast Harbour Estate.
The development would add up to 600 homes, including social and affordable housing, as well as cafes, shops, leisure and community spaces, a hotel and an aparthotel.
It also seeks to restore the historic dry docks in Clarendon Estate, creating new walking and cycling routes, a public square and streets reconnecting the waterfront to the city centre.
And it proposes the opening of a lido at Clarendon Dock.
