FRANKFORT, Ky. —

Once again, Kentucky Gov. Andy Beshear dressed up for his Halloween Team Kentucky update.

Last year, he was Ted Lasso.

This year, Mr. Rogers.

"I'm Andy. Welcome to my neighborhood," he said after a produced video of him acting like the iconic children's TV host Fred Rogers.
