NEW YORK STATE (WSYR-TV) -- "The well has run dry" is the message greeting people on the U.S. Department of Agriculture website. The federal agency provides millions of Americans with SNAP Benefits, but come November 1, the money won't come as expected.

"Kids who rely on school meals. A hungry kid can't learn. Seniors on fixed income who rely on SNAP, veterans with PTSD trying to get by, families trying to get groceries," Senate Minority Leader Chuck Schumer said in a press conference on October 30.

As the government nears a month of being shut down, it's the first time in history that emergency funds will not be used to help cover the food assistance program.

"Never before have they literally said we're going to stop feeding Americans," Governor Kathy Hochul said.
