Vancouver police are asking for the public’s help finding a rape suspect who reportedly cut off his GPS ankle monitor ahead of a change of plea hearing Wednesday in a domestic violence case.
Todd Russell Hubbard, 40, was scheduled to enter a guilty plea in Clark County Superior Court. He was ordered to wear an ankle monitor as a condition of pre-trial release. He removed the monitor and did not appear in court, according to a Vancouver Police Department Facebook post.
Anyone who has seen Hubbard or knows his whereabouts should call 911. Do not approach him.
The Vancouver Police Department has issued a felony warrant for Hubbard’s arrest. Additional charges include malicious mischief and escape. Tags Clark County Superior Court Vancouver Police Department
