“The bustling factories of Toledo, Ohio” has a nice ring to it, especially when it comes from a podium with the presidential seal at an international event.

The President obviously read that prepared remark but stopped to repeat the words, “Toledo, Ohio,” as if summoning some personal experience to mind.

For the purposes of his speech in South Korea, “Toledo, Ohio” served as a rhetorical device, alliteratively linking Toledo to Tokyo.
