A federal judge has yet to rule on whether President Donald Trump's administration must replenish SNAP food aid benefits for November despite the government shutdown issued a memorandum.

However, U.S. District Court Judge Indira Talwani issued a memorandum and order Friday saying that the 25 states suing the federal government are "likely to succeed" on their claim that the suspension of SNAP benefits is unlawful while giving the U.S. Department of Agriculture until Monday to say whether they will authorize at least reduced SNAP benefits for November.
