The order, which would have mandated voters to show passports or similar documents as proof of citizenship before voting, has been challenged by several lawsuits and temporarily halted previously.

The ruling, issued by U.S. District Judge Colleen Kollar-Kotelly in Washington, D.C., blocks the requirement for proof of U.S. citizenship to register to vote.
