WILLIAMSPORT — A judge has urged Commonwealth Court to dismiss the appeal of his order that kept two of Williamsport’s top police officers in their positions.
Northumberland County Senior Judge Charles H. Saylor stated his position Thursday, explaining why he denied what is known as a quo warranto action to remove Assistant Chief Justin Bolt and Capt. Justin Ottaviano.
Lt. Fred Miller IV, who said he has has been bypassed for promotions, sought to have Bolt and Ottaviano removed, claiming they were improperly promoted.
He also claimed the same about Capt. Josh Bell but Bell has voluntarily returned to his former rank of agent.
