OKLAHOMA CITY — Thousands of people in the Tulsa region who rely on the state for mental health care or substance abuse treatment will lose access to services — potentially soon — if officials don’t do more than make budget cuts to resolve serious problems exposed this year at the mental health department, the executive director of the Healthy Minds Policy Institute said.
