But Wednesday’s event at the Louise Lisner Senior Apartments — which has served seniors for decades in Friendship Heights — was something else. The chief executive shed tears. The mayor choked up. Kids with big voices got seniors dancing in their seats — celebrating the opening of a new facility for low-income seniors in D.C.

It is the first affordable housing project funded by D.C.’s Housing Production Trust Fund to open in the city’s wealthiest area: west of Rock Creek Park in Ward 3. It’s a significant milestone given the city’s long struggle to expand housing for lower-income people on this side of town.
