A woman whose home was targeted by youths in a harrowing home invasion has spoken out in the wake in a review into a controversial youth crime law.
The recently published independent review, commissioned by Premier Chris Minns’ government, looked at the presumption of doli incapax – a legal principle that a youth offender in NSW under the age 14 is incapable of knowing right from wrong.
One of the seven recommendations of the review included police being given additional training and guidance on doli incapax.
The review, released last week, also called for the amending of the Young Offenders Act to “address existing barriers to 10–13 year olds accessing diversion processes under that Act”.
