Almost two thirds of councils in England and Wales are failing to investigate landlords for letting out homes below legal standards for cold and damp.

Just 37 per cent of councils conducted investigations to ensure private landlords met energy efficiency standards in a single year, according to Freedom of Information requests sent by the group Climate Emergency UK and shared with The i Paper .

In the same period just 20 per cent sent out compliance or enforcement notices for cold and damp to rogue landlords. New Feature
