Allowing up to four units on many residential lots in Kitchener has brought both construction and complaints.

City staff provided an update on the program in the time since council approved the required Official Plan and zoning changes allowing four units , subject to certain regulations, in March 2024.

Director of planning and housing policy Rosa Bustamante said they’ve heard anecdotally from colleagues at the Canada Mortgage and Housing Corporation (CMHC) that “we are one of the most successful municipalities in Ontario, if not the country, in terms of ADU (additional dwelling unit) uptake.”
