3Stolen car stop leads to theft arrest of Baltimore man in Cumberland
CUMBERLAND, MD – A routine traffic stop turned into a felony theft arrest Sunday after police learned that the vehicle driven by a Baltimore man had been reported stolen out of Washington, D.C.
Norman Earl Smith, 27, was initially stopped by Cumberland Police while driving a Kia passenger vehicle near Mechanic Street on November 2. During the stop, officers discovered that Smith did not have a valid driver’s license. The vehicle was towed, and Smith was issued traffic citations before being released from the scene.
Later that day, investigators determined that the Kia had been reported stolen out of Washington, D.C. Cumberland officers coordinated with D.C. Metro Police and submitted an application for charges. A war
