EU environment ministers are negotiating a new emissions reduction goal for 2040, which is expected to form the backbone of the bloc’s global climate pledge. The European Commission has proposed cutting greenhouse gas emissions by 90 percent compared to 1990 levels, keeping the EU on track for its 2050 net zero goal.
