Interpol has issued a Red Notice for Rishabh Baisoya, a fugitive linked to a massive Rs 13,000-crore cocaine seizure by the Delhi Police's special cell. This notice has initiated a global manhunt, with law enforcement agencies working through various channels to locate him. Baisoya is believed to be in the Middle East and was previously declared a proclaimed offender by the court.
A Red Notice serves as a request for cooperation among law enforcement worldwide to locate and detain individuals pending extradition for serious crimes. While it is not an international arrest warrant, it can lead to travel restrictions, asset freezes, and facilitate extradition processes.
The special cell has also sought a ‘trial in absentia’ against Baisoya, which allows a trial to proceed without the accused present, provided they have been declared a proclaimed offender. This process includes a 90-day waiting period after charges are framed before the trial can commence.
Rishabh Baisoya is the son of Virender Singh Baisoya, known as Veeru, who is alleged to be the kingpin of an international drug cartel. He is accused of aiding in the transportation and concealment of drugs. His involvement came to light when he allegedly provided a Toyota Fortuner SUV to co-accused Jatinder Singh Gill, who was caught transporting drugs. Police seized approximately 1kg of cocaine and mephedrone from the SUV during an operation in Punjab.
CCTV footage captured Baisoya and Gill together in various locations in Delhi, further confirming his connection to the drug activities. The investigation revealed that the cartel utilized several pharmaceutical and shell companies to distribute cocaine, which was imported from South America. The drugs were reportedly hidden in cardboard boxes and distributed at music concerts and rave parties across major Indian cities.
The cartel is believed to operate from Pakistan and Dubai, with members also located in Thailand, Malaysia, and the United Kingdom. The special cell has sent letters rogatory to these countries to seek assistance in the ongoing investigation.
