EVANSVILLE, Ind. (WEVV) — Two people are facing animal cruelty charges after several dogs were found living in conditions that police described as horrific.

In early October, police say they received a report from someone who was concerned about dogs being kept at a home on Weinbach Avenue.

The caller told police that the dogs had already been seized once due to neglect, and that the people who were supposed to care for them - Joseph Lofton and Natosha Allen- only come every few days.

As police continued to investigate, they say Animal Control received another complaint about the dogs at the home and that the home had no power.

When police returned to the home to try to talk to someone, they say they noticed a dog trying to get out of a window and saw two more dogs inside.
