MEMPHIS, Tenn. -- The Shelby County Community Services Agency seems to be getting hit with two major snags as it attempts to help some of the county's most vulnerable.
The agency helps people with rent and utility assistance with federal dollars. But leaders at the county program said the state has rolled out a new, online system people must use, while at the same time, the government shutdown has put a hold on funding.
Angela Moye said she has been part of the Shelby County Community Service Agency utility assistance program for a few years.
"We usually do applications every year, but this year they had us fill them out online," said Moye.
The county leader of the program said the shift to online from an almost totally paper-based system came from the state.
