CLEVELAND, Ohio — The family of Desmond Franklin, who was fatally shot by an off-duty Cleveland police officer during a chance encounter, settled a lawsuit against the city and officer for $295,000.
Franklin, 22, was an aspiring plumber and father of four when he got into a brief argument with off-duty police officer Jose Garcia. Both drove away, but Garcia fatally shot Franklin after their cars ended up next to each other on Pearl Road.
