ELIZABETH CITY, N.C. — The North Carolina State Auditor’s Office found numerous violations of city policy during a recent investigation into spending card use in Elizabeth City.

The investigation followed an allegation received by the State Auditor’s tip line, according to the Office of the State Auditor, which released its report Monday.

The auditor reviewed almost $80,000 worth of purchases by city employees, as well as more than $14,000 worth by the former city manager.

They found that both the former city manager and city employees violated Elizabeth City’s purchasing manual when making purchases. The violations included not submitting monthly purchasing logs, not providing itemized receipts to support purchases, exceeding the $500 purchase limit and not including evidence of supe
