It was a quiet, rainy night Thursday outside the U.S. Immigration and Customs Enforcement building in South Portland as demonstrators waited on a decision expected Friday from U.S. District Judge Karin J. Immergut on an injunction barring deployment of National Guard troops in the city.

Fewer than 20 people (one in a frog costume) were seen outside the building around 6:30 p.m. Police made one arrest: Solomon Kolstad, 28, of West Linn, was booked into the Multnomah County Detention Center on menacing and unlawful use of a weapon charges.
