West Nipissing’s Mayor Kathleen Thorne Rochon and Councillor Georges Pharand were subjects of a recent report from the municipality’s Integrity Commissioner (IC), Paul Cassan, stemming from a complaint from then Chief Administrative Officer (CAO), Jay Barbeau.

The report suggested both receive training regarding the municipal Staff Council Relations Policy but did not find cause for additional actions.

“In the circumstances, I am not recommending any further action by Council and suggest that the file be closed,” Cassan said in his report.
