A massive development in Preston has made its way to the Ontario Land Tribunal.

Despite being approved in June 2024, the 1,215-unit development at 777 Laurel St. and 308 Dolph St. has a holding provision requiring a record of site condition to assess the amount of contamination on the former site of Eastern Steel and Frink Canada, and a detailed transportation and stationary noise study before it can be lifted.

The developer appealed to the OLT to determine whether it is reasonable for the city to require an application to remove the holding provision be submitted prior to deeming the site plan application complete.
