So far this season, the city’s new prison warden, Nina Hobbs, is proving to be a formidable foe for Mike, because she’s been employing a radical strategy: following the rules. Mike can’t just pop by anytime anymore, just because he thinks his concerns are urgent. Visiting hours are visiting hours. A meeting with the warden requires an appointment. It’s a wild concept Nina is putting into play: operating like a normal business .
