MUNCIE, IN — When the Northcutt family saw Sammy’s picture for the first time, they knew the little girl in a pink tutu was the one.

“Once we saw her, I mean, we just, there was no doubt about it," Trish Northcutt said. "We were like, oh my gosh, we want to meet her, like, we want to learn more about her."
