Karnataka analysed 5,217 samples in 2020–21, of which 319 were found non-conforming. Yet, not a single case resulted in a penalty. This stands in sharp contrast to states such as Kerala, which recorded 1,020 violations and imposed 389 penalties, and Madhya Pradesh, where 1,887 penalties were issued against 2,162 violations.
