Victorian Premier Jacinta Allan announced on Tuesday that police will be able to order the removal of masks if they suspect a protester is committing or about to commit a criminal offence.
The legislation will be introduced to state parliament this week, but falls short of what Ms Allan previously promised after the Adass Israel Synagogue firebombing.
