Justine Chaump put her three young children to bed on Halloween night when she started to feel thumping from electronic dance music in her chest.

“We couldn’t go to sleep. My 3-year-old was just lying in bed and we tried to turn the sound machine up, but he couldn’t go to bed,” Chaump said.

Chaump had never experienced this level of sound before in their quiet family neighborhood off Mayberry Drive. After looking on social media, she realized the noise was coming from Jacobs Entertainment’s new festival grounds, roughly 4 miles away.

“The people that live in the community bought our homes because we were in quiet family neighborhoods,” Chaump said. "We should not be affected in our neighborhoods that far away by these concerts that we are not choosing to go to."
